Destination: CT Educator Standards Board​

In 2024, the legislature passed HB 5436, a bill that seeks to modernize educator preparation and certification.. One of key initiatives in the legislation was the establishment of a new standards board, the Connecticut Educator Preparation and Certification Board (CEPCB), as a semi-autonomous entity that will develop proposals and guidance regarding educator preparation and certification.
Its proposals will be reviewed by the State Board of Education, and vice versa, before resulting in either new regulations or proposals for legislative changes. Specifically, the CEPCB’s objectives are to:

Build streamlined, flexible pathways in the educator profession that are grounded in a commitment to educator effectiveness,

Enable educators to broaden their scope of practice to meet more students' needs,
-
Ensure educator preparation programs are accountable for both the quality training experiences and outcomes for candidates,
-
Create a system to help educators continuously improve their practice that supports and rewards educators who demonstrate mastery,
-
Support improved data transparency regarding the state's distribution of educators and educator vacancies and accountability for remedying observed inequities; and
-
Treat educators as professionals and lifelong learners who need access to high-quality professional learning and mentorships throughout their careers.

Initial Appointments to the board (3-year terms)
Report on Statutes, Regs, and Certification Assessments, including:

Regulations and statutes relating to educator preparation and certification, and identification of obsolete provisions.

State's approach to assessing minimum content knowledge within endorsements.

Whether alternative approaches should be offered.
Standards and proposals for regulations and legislation regarding:

Evaluation criteria for alternative pathways for progressing from initial to professional certification; or for cross endorsements.

Alignment of degrees from educator preparation programs and revised endorsements.

Adequacy and relevance of existing endorsements.

Implementation of the Council for the Accreditation of Educator Preparation’s (CAEP) standards for educator preparation programs.

Necessity of the temporary ninety-day certificate.

Development of a state-wide, longitudinal dashboard for educator workforce data.
Report on Certification Endorsements, Pathways to Cross Endorsement, and Admissions Criteria for Alternate Routes to Certification, including:

Certification endorsement areas, including adequacy, relevance, and whether grade ranges should be expanded.

Alternative pathways for cross endorsements.
-
Whether to transfer authority to program providers over candidate admission criteria for alternate routes to certification programs.
First annual summary of State Board of Education’s standards and proposals for regulations or legislation.
First annual review of data and research on preparation and certification, including:

State-specific data (qualitative and quantitative), as well as national data and policy research, on certification and employment.

Evaluation of whether changes are needed to the educator preparation and certification frameworks.

Evidence-based standards and proposals for regulations and legislation.
Criteria for new or continuing educator preparation program approval. (Approval every 7 years, based on final accreditation decisions of CAEP.)
